Market context
Virginia’s NoVA data-center cluster remains the most load-hungry PJM footprint in the U.S. Stafford County is our preferred Phase-1 entry, outside the Loudoun Digital-Gateway freeze, with cleaner political posture, and sized for a single-tenant anchor rather than a hyperscaler campus.
Pathway
Structured as a Dominion tri-party Special Contract with the tenant. §56-594.02 pilot or §56-1.2 BTM are secondary pathways we stress-test in parallel. QF dual-filing at FERC is maintained as a fallback.
Site posture
Around 800 acres of industrial-zoned land with tenant co-location. PJM Reg-market 2025 redesign increases BESS revenue stack, factored into the offtake structure.
Status
Land control secured. PPA terms under negotiation. Dominion tariff and Special Contract engagement active.
